The research is aimed at increasing the efficiency in St. Petersburg property management. The study determines the concept of the public property fixed in the law. The structure of the public property and its division by the power levels are studied, the subjects of the public property management are revealed and the property management techniques are compared. The program «Management of Federal Property», which is implemented at the moment, is analyzed. Its compliance with the statistical data relative to the public property structure and its management is examined. The shortcomings of the program are revealed. The paper examines the features of St. Petersburg public property structure and its management. It analyzes the statistics of the use of St. Petersburg property. After examination of «management efficiency» notion, the criteria for the assessment of this efficiency are developed. These criteria are used in the integrated assessment of this efficiency in St. Petersburg property management. This assessment makes it possible to reveal the kind of property that is used less efficiently. The analysis of this type of property management enables us to find problem areas and develop suggestions in order to improve the situation. The result of the implementation of these suggestions into practice is the increase of the efficiency in St. Petersburg property management.

The article shows the new energy technologies instead of nuclear power and hydrocarbons, and their main aim which is the hydrogen energy radiation. The researcher notes that the speed of space journey can become relatively similar to the speed of light.

The article discusses the ways of problem solving in the sphere of pedagogical education to prepare teachers for lifelong professional self-development. The analysis and fulfillment of requirements of modern educational standards help to solve the problem of training future teachers based on system-activity approach, using personal experience of students and modern technologies. The professional teacher standard - is the main point in improving the quality of education in training teachers.

The article considers one of the ways of solving the main task of the special-purpose programme of education development in Russian Federation – the correspondence between the professional education structure and content and the labor market demands. The author proposes the correlation of principles of the professional education, the professional linguodidactics and the synergetics to be the basis of a syllabus for the course “Foreign Language”. The purpose is to increase the productivity of the course in non-linguistic university and achieve the results stipulated in the Federal State Educational Standards of Higher Education. Due to the selected principles the process of language learning will be various enough, interactive, well-managed in time and knowledge gaining.
