In this article, inflation targeting in Russia is considered, taking into account international experience. The role of the key rate as the main instrument of monetary policy is analyzed. The study also deals with the benefits and shortcomings of the transition to inflation targeting in Russia.

Many questions of theoretical and applied economics concerning finances remain topical and controversial. The discussion field is still wide and varied. However, the existing practical and theoretical demand for studying the features of regional development banks and their importance in the process of implementation of investment programs is growing. Therefore, the issue of the article can be considered topical. In this article, the study’s topicality is proved, its scientific novelty as well as practical importance are defined, and the conceptual basis of the development banks in the field of investment policy of the state are considered.
