Large-scale sports events attract a huge number of visitors, spectators, tourists, have a great impact on the economic situation of the host city, republic, region and the country as a whole. Thus, there is a need to build new sports facilities and create transport and social infrastructure. Public funds invested in their development pay off and are a cost-effective investment in maintaining the health and quality of life of the population. Large-scale sports events in the city of Kazan led to the development and popularization of sports among the population, improved the standard of living of the population and provided residents of the Republic of Tatarstan with modern sports infrastructure.

Three kinds of life – biological, social and spiritual, – the basic items of the Author’s doctrine of human life – are considered in connection with the problem of the efficient governing by the behavior of social entities and of the human beings, using spiritual values. It’s shown that the first fundamental ideas in the field were put forward by Russian writer, philosopher and scientist Leo Tolstoy who predicted the Third World Revolution to implement the spiritual values to the humankind’s life.
