Abstract
There is a set of the factors influencing intellectual and innovative development of the state. There is a need to determine the fundamental factors influencing intellectual and innovative development of the state. For this purpose, according to the author it is necessary to consider various theories of state development and spheres of human life, in which innovative and intellectual development is observed.
