Abstract
Russian cities are experiencing a shortage of land resources, having a significant wear of the housing stock at the same time. To resolve these problems the renovation can be used. Renovation – update process of urban areas. This mechanism is provided by Urban planning code of the Russian Federation, but its practical application limited. The authors have proposed organizational and legal changes, which will contribute to the improvement of the situation in the designated area.
