The article is devoted to the issue of lending to agriculture in terms of import substitution. The bottlenecks and the main problems in the use of existing lending programs are shown. Examples of optimization and possible modifications of existing systems are given.

Prospects of use of outsourcing of the personnel for the solution of problems in the agricultural organizations are displayed. Its role as the effective tool in increase of competitiveness of the organizations of agro-industrial complex is defined.
