Автор данной статьи отмечает, что в последнее десятилетие до забастовок бюрократизация общественной жизни, неэффективность социальных программ, нарушение принципа социальной справедливости деформировали и мораль в сторону развития ее эгалитарных и авторитарных аспектов. На этом фоне негативные экономические и политические процессы в обществе не могли не вызвать возмущения шахтеров. Анализируя причины и результаты шахтерских выступлений, исследователь опирается на материалы текущего архива Конфедерации труда 1991 г.

The article is devoted to activity of trade unions of the Soviet Russia during carrying out of new economic policy (1921-1928гг.). In work experience of the Russian trade unions on reorganization of the organizational structure and work on protection of the rights and interests of workers, in conditions of transition to market economy is considered. The author of article shows origin and development of the Soviet model of social partnership, opening features «a new rate in trade-union movement».
