Currently, Russian higher education system is constantly reformed, new-generation standards are applied and the requirements for the employees are increased. The Ministry of Transport of the Russian Federation is interested in preparing high-qualified specialists, who are competitive on the labor market. As can be seen, it is possible to apply some of the foreign higher education solutions to our education system. The frequency of such reforms in Russia shows the relevance of our research and the fact that it is a high time to conduct it. Budget legislation reforms stimulating the supporting fund development improve the preferential tax regime for funders. Moreover, the government support of the nonprofit sector strengthens. As a consequence of decreasing the education funding the competition on this market increases. Therefore, in order to develop universities, it is necessary to find the alternative ways of getting funding. We should pay particular attention to endowment funds. This financial resource bases on fundraising and creating the foundation by means of charitable finances. At this point, there are more than 100 endowment funds in Russian Federation, the majority of which are aimed at education. Approximately 60% of Russian endowment funds are founded in order to improve the universities’ financial health.
