Modern studies of the population structure in the Russian Federation show that the improvement of living conditions and the development of medicine causes the rapid growth of the share of people, who are older than working age. Nowadays, the number of such people in our country is about 21%. This trend leads to the fact that society sees the retirement age as the same socially significant period of life like all life until retirement. In this context, it is important to build an effective system of career management for older workers, taking into account their age and psychological characteristics, as well as the creation of conditions for the productive use of their experience and unique resources. These measures can be a catalyst for modernization and increase the number of qualified and experienced personnel in government.
