The formation of a new type of economy - the economy of abondant resources and scarce needs (as opposed to the economic model of scarcity of resources and unlimited needs) requires a new interpretation of entrepreneurship, labor and a new type of economic activity - the agency.

Adoption of blockchain technology as a platform for building public integrated information systems provides new opportunities for regulating the choice of behavioral models performed by market agents. The digital economy poses issues of adaptation of technological regulatory instruments to the value system and ethical boundaries established by the society.
