В статье рассматриваются особенности управления государственной собственностью России, расположенной за границей. Автором раскрываются функции федеральных органов государственной власти в этой сфере.

The research is aimed at increasing the efficiency in St. Petersburg property management. The study determines the concept of the public property fixed in the law. The structure of the public property and its division by the power levels are studied, the subjects of the public property management are revealed and the property management techniques are compared. The program «Management of Federal Property», which is implemented at the moment, is analyzed. Its compliance with the statistical data relative to the public property structure and its management is examined. The shortcomings of the program are revealed. The paper examines the features of St. Petersburg public property structure and its management. It analyzes the statistics of the use of St. Petersburg property. After examination of «management efficiency» notion, the criteria for the assessment of this efficiency are developed. These criteria are used in the integrated assessment of this efficiency in St. Petersburg property management. This assessment makes it possible to reveal the kind of property that is used less efficiently. The analysis of this type of property management enables us to find problem areas and develop suggestions in order to improve the situation. The result of the implementation of these suggestions into practice is the increase of the efficiency in St. Petersburg property management.

This article determines the mechanism state property management, presents a study of formation and the main trends of legislative regulation of state property as an object of management, examines the legal characteristics of the phenomenon of state property, as well as the nature and significance of the state assets management, substantiates the systemic nature of state property management, presents an analysis of the legal framework of the mechanism of administration in the sphere of exercising state property right, investigates the problem of increasing the efficiency of legal support of the dynamics of administrative relations, the latter having state assets as their object.

This article describes organizational and changing analysis of regulatory framework about state property privatization during the post-Soviet time when economic relations were reformed.

В статье проанализирована система целей, задач и принципов управления государственной собственностью. Определено, что государственная собственность есть базисный, системообразующий фактор, детерминирующий степень устойчивости всей социально-экономической системы с доминантным рыночным компонентом.

В работе рассмотрен вопрос моделей рыночной экономики. Современная рыночная экономика является сложной системой хозяйствования, в которой тесно взаимодействуют рыночные закономерности и которые постоянно меняются. Страны с рыночной экономикой по-разному строят свою систему хозяйствования и сегодня находятся в разных условиях в плане обеспечения своего эффективного развития. Результатом этого процесса и стало возникновение разнообразных моделей рыночной экономики.
