The article considers the personnel reserve as a key element of the personnel development system in modern organizations operating in conditions of high dynamism and competitive pressure. The research is based on a systematic approach and includes a theoretical analysis of modern methods of selection and development of reservists, as well as an empirical study of practices in organizations of various industries. A direct relationship has been revealed between the complexity of candidate evaluation methods, the intensity of development programs, and the effectiveness of key position replacement, which is confirmed by statistical data. Special attention is paid to the motivational factors of the program participants, which demonstrate age differentiation and require adapted approaches. This article analyzes the problem of the definition of effective mechanisms for implementation of the technology of forming a personnel reserve in the general education system of the Russian Federation. As a result of the study it was found that the formation of personnel reserve of the general education system of the Russian Federation is focused mainly on the management personnel, that is insufficient. The study substantiates the need to expand the technology of formation of personnel reserve.
