The article deals with the issues connected with the level of expert qualification of experts and the mechanism of quality control of expert opinions issued in the sphere of forensic construction-technical expertise. The peculiarities of experts' conclusions examination by courts and the criteria of examination of specialist competence of the expert were determined. The analysis of current legal issues of forensic construction-technical expertise and innovations of normative-legal regulation, as well as a number of problems associated with the qualification of experts, due to the peculiarities of their training and attestation

The article presents the developed methodology for carrying out cultural expertise. The purpose of the expertise is defined as the establishment of the quality of the cultural component in the substantive and technological components of the educational process. The culturological approach as a methodological basis for culturological expertise is considered in three aspects.

As a result of experimental-pedagogical research, which included prognostic, organizational, summative, formative and summative stages, tested in practice, the model of pedagogical system of formation of professional competence of designers, developed ways and means of its implementation using the semiotic system design-education formation professional competences of the designers.
