The article investigates the need to implement innovative management methods for the development of public-private partnership in the Republic of Moldova, as well as examines the establishment and development of an economic, organizational and legal mechanism that would ensure the interest of private investors using systems analysis methods. For the Republic of Moldova, the success of PPP development as a factor of modernization and tool for the country's official goals and objectives implementation is linked to the need for conceptual changes in the governance model.

Western contribution to domestic production from 1917 to 1930 - significant. The main effort was concentrated on the acquisition of foreign technological processes, training of personnel from politically reliable engineers and the establishment of principles for the organization of research institutions. Transfer aspect of economic modernization of the USSR was successful. From zero production in 1922, the Soviet Union came to restore the pre-revolutionary level in 1928.

SNK in attracting foreign investment expected to increase production and improve technical level of production in sectors of the economy, to reduce unemployment, the recruitment of an industrial proletariat, the proletarian creation of centres in non-industrial areas of the country and the retraining of workers.

The article is devoted to the complex analysis of the concession policy of the Bolsheviks. It is shown that concessions helped to accelerate the economic reconstruction of Soviet Russia and by the very fact of its existence interfered with the interventionist plans of the West.
