The article examines the main types of legal status of educational institutions. Considered such issues as non-profit organizations; the private legal status of the institution; budget institutions; a provisional-binding type.

Currently, a number of measures are being implemented at the federal and regional levels aimed at developing scientific and scientific-pedagogical personnel and providing targeted support to individual groups of researchers, research teams, young scientists and students. The existing mechanisms for the development of the personnel potential of the scientific and scientific-educational sphere need to be supplemented with new mechanisms for supporting the effective reproduction of scientific and scientific-pedagogical personnel.

The implementation of the state science and technology policy in the 1990s was closely linked to the process of political reform. In conclusion, the authors come to the conclusion that the deposit policy forms not only a large part of the bank's resources, but also its credit potential, and the effectiveness of financial activity. Therefore, any innovations in this area are possible only with stable financial stability, in any other economic conditions, commercial banks will seek to retain liquidity by improving approaches to the most developed and attractive client segments.

Matters of national security in the context of the inextricable interrelationship and interdependence of national security and socio-economic development are presented in the article. The particular attention is paid to the legislative consolidation of security categories, the system of national security elements, and changes in the domestic legislation updates. Therefore, safety, a list of national interests, highlighted by long-term perspective, and questions about the means of implementation of strategic national priorities, including the named culture as a sphere of life are very important. Sphere of culture as a national priority and an important factor in the quality of life growth and harmonization of public relations, collateral dynamic socio-economic development and the preservation of a common cultural space and sovereignty of Russia are studied more detailed.
