In given article the technique of planning of carrying out of research and development on the basis of the volume determined models is described. Basically, the problems concerning top level of hierarchy, namely, problems of definition of the schedule chart of realization of the basic stages of research and development and volumes of expenses necessary for it are considered. The most effective and modern approach to realization of such substantiation is use of mathematical models. It is thus essential that the models applied to the decision of problems of this level, should consider not only internal properties of the enterprise are models of its organizational system, but also consider with accessible completeness of property of environment of the enterprise. As this completeness is rather limited, in view of incompleteness of the information on properties of environment of the enterprise, the planning technique should provide possibility of correction of planned offers, their recalculation under the specified data.

The article discusses aspects of tax regulation of innovative and investment activity in the Russian Federation. The analysis of tax benefits and preferences in this area, foreign experience is studied and formulated the basic proposals that improve the efficiency of tax regulation of this sector.

This article is devoted to the management of innovation activity in educational institution. The author has analyzed legal normative documents, which are aimed at modernization and innovative development of educational organizations, has revealed main problems, which a principal deal with during his/her work developing innovations at the educational institutions, has provided the ways to solve these problems by developing the environment of openness and awareness of each member of educational process.

Innovative activity at rural school represents difficult, contradictory process as modern requirements and tasks from society and the state not always have concrete outlines. Therefore teachers innovators constantly are in process of experimental activity, a reality of the current events allowed rural teachers develops depending on modernization processes in Russian education. In the research uses the general methods of scientific knowledge, and also an empirical method of a pedagogical research and methods of observation. MBOU «Tarasinsky SOSh» realizing various innovative programs develops the educational and methodical potential, educational space promoting development of pedagogical collective, rural school students. Therefore innovative activity at rural school represents process of introduction and the organization of the activity aimed at the development of school.
