This article discusses the urgent problem of the competency-based approach in modern education. The analysis of the term competency-based approach. Three main stages of formation of the development of a competency-based approach are disclosed, options for classifying professional competencies in the field of education are given.

The article deals with priorities of level language learning at non-linguistic institutions of higher professional education in Russia and contains recommendations for level learning. Attention is paid to delineate the most urgent problems that require further development. A level approach to foreign language teaching is considered as both a practical strategy in organizing foreign language teaching at the university and a factor that contributes to the development of educational system.

The publication is devoted to describing the concept and monitoring programs of the regional system of vocational qualification attestation modules edu-cational programs in the Samara regional system of vocational education and training. The criteria and indicators for evaluating the effectiveness of the regional system of attestation are substantiated. Тhe principles and modalities of the monitoring are formulated. Presented management tools using the results of the competency assessment to achieve compliance with the quality of training and the requirements of employers and the state educational standards.
