The paper deals with the development and health of a person as part of a living world and on the basis of its laws. Dependences of the level of development on the intensity and variety of activities are considered. The concepts of the environment, morality, and others are introduced, which make it possible to determine the role of morality in the development of man and mankind. It is shown that health is determined by the necessary and sufficient compliance with the environment. It is possible to save it with changes in the environment if the intensity of activity for the present time corresponds to the predicted rigidity of the environment of the future. The conditions for full health and life expectancy are determined. One of the conditions is the activity in the development zone. The connection between the development of mankind and its morality is established. The death of mankind during the development of a capitalist society, a consumer society, has been proven.

In this article it is noted that interaction and competition in natural selection led to a unified biosystem and trophic chain creation, where, with necessary and sufficient consumption correspondence to environment was created – the health of all its chains, the optimal development of life was ensured with minimal expenditure of substances and energy. With the help of sense and technical achievements, mankind emerged from the food chain of the Biosystem and using unreasonable organization of life, became a parasite of Nature, worsening it, its own and individual human health, turned into a "machine" for transferring the planet's resources into waste. The organization of human life allows us to achieve only 6% of the possible efficiency of the economy and leads to the loss of not less than half of its own and individual possible health.

The article describes the concept and bases of insignificance actions in administrative law

This article describes the analysis of results of treatment of 126 patients with trophic ulcers of the lower extremity venous etiology. Photodynamic therapy was used in the I group patients (n = 77). The standard treatment was performed in the II group (n = 49). The authors showed that the use of photodynamic therapy helped to reduce preoperative period 3 times and to make autodermaplasty of trophic ulcers in the I group on 5,2 ± 0,4 days. Full autodermotransplantata engraftment was observed in the I group in 75,4% of patients and in the II group – 46,8%. Photodynamic therapy has a strong antibacterial effect and improves the processes of epithelialization.
