The article is devoted to the principles of patent law as a fundamental beginning of the regulation of intellectual rights to inventions, utility models and industrial designs. The principles specified establish the content of the most important norms of patent law, they are its prerequisites for its further development. The article describes the meaning of the protection of patent rights, where the official recognition of patentability serves as an invariable condition for protection.

The article aims to investigate the institution of the exercise of the exclusive right to intellectual property such as inventions, utility models and industrial designs. The article reflects some problematic aspects of theoretical and practical nature that arise in the process of implementation of the exclusive right to patent rights by patent holders.

Data from Rospatent indicate a decrease in the activity of organizations and inventors when applying for patenting utility models and inventions. The ways of activation of patent activity of Russian organizations, enterprises, inventors are shown.

Based on an analysis of patenting the results of Petrozavodsk State University made the conclusion in 2016 that the inventive activity of university scientists contributes to the formation of innovative research and educational groups focusing on solving urgent problems of the country's economy.
