Вопросы организации эффективного внутреннего контроля использования имущества бюджетными учреждениями волнуют многих экспертов на протяжении длительного времени. Руководители многих учреждений сталкиваются с проблемами, при которых бухгалтеры допускают ошибки (преднамеренные и непреднамеренные), и приводят к недостатку бюджетных средств и имущества. Нефинансовые активы представляют собой важную часть системы бухгалтерского учета бюджетных учреждений. И для организации их контроля необходимо проводить комплекс мероприятий, направленных на выявление допущенных ошибок. Цель данной работы состоит в определении алгоритма проведения эффективного внутреннего контроля за использованием нефинансовых активов в бюджетных учреждениях. В статье представлены и подробно описаны основные этапы проведения эффективного внутреннего контроля. Предложенный алгоритм позволит выявлять допущенные ошибки, нецелевое использование бюджетных средств и имущества на ранних стадиях. Также предложенный алгоритм позволит внедрить в дальнейшем предлагаемые меры и предупредить последующие нарушения Материалы работы могут быть полезны при дальнейшем изучении внутреннего контроля за использованием нефинансовых активов в бюджетных учреждениях. Также проведение контроля на высоком уровне позволит значительно снизить расходы учреждений бюджетной сферы.

Статья посвящена соотношению правового регулирования института освобождения от уголовного наказания по российскому уголовному законодательству и уголовному законодательству стран ближнего зарубежья. В работе выявлены общие тенденции законодательной регламентации, а также идентичные условия и основания применения различных видов освобождения от наказания.

Предметом исследования выступают национальное и наднациональное законодательство государств-членов Евразийского экономического союза (ЕАЭС) в сфере инноваций и инновационной деятельности в контексте межгосударственной интеграции в Евразийской регионе. Исследование проводилось на основе комплексного подхода, сравнительного метода и принципа методологического плюрализма. Результаты исследования представлены в виде предложений по систематизации и гармонизации законодательства об инновационной деятельности в странах ЕАЭС.

The paper focuses on the development of the social-realistic tradition in the culture of the early 1960s. Special attention is paid to the first full-length feature Gennady Shpalikov’s screenplay «Berth», which is an example of the development and the change of social-realistic «tropes» in the screenwriting of «Ottepel / the Thaw»: «a positive hero», «big family» and «war». The author concludes that these fundamental «tropes» define all Shpalikov’s work, the screenwriting and the poetry.

In the analytical consideration of the step-by-step development of domestic transport engineering, the main directions of the elaborated state strategy are outlined. The established priorities, guidelines and development mechanisms are noted. The relation of strategy to regulatory state regulations and documents is shown, and domestic branch machine-building – in increasing the equipment of railway transport.

The article analyzes Russian and Chinese legislation on the contract of sale of goods, which contains many general provisions, but there are peculiarities due to the difference between the legal systems of Russia and China. Consistently the authors compare the legal regulation of defining the purchase and sale agreement elements which are the parties to the contract, subject, price, term, form and content of the contract. The provisions of Russian and Chinese legislation on liability for non-performance or improper performance of the purchase and sale agreement are noted.

Relevance of the article is caused by the fact that investment activity of insurance companies exerts considerable impact on their solvency and financial stability. Insurance reserves and own funds are provided with doubtful or unreliable assets, and the insurer has a risk of non-execution of the obligations for insurance payments in connection with inability to use the investments made in unreliable assets. Thus, there is a need of regulation of investment activity of insurers.

The subject of the study is the institution of criminal procedural liability. Sanctions of criminal procedural liability, namely a monetary redress, received the first legislative consolidation in the new Criminal Procedure Code of Kazakhstan. Who the pecuniary punishment is applied to is fixed in the article 159 of Code of Criminal Procedure of the Republic of Kazakhstan. The size and procedural order of its application is regulated by the article 160 of Code of Criminal Procedure of the Republic of Kazakhstan. The authors analyze the introduction of the judicial mechanism of pecuniary punishment and the existence of the Code of Administrative Offenses on the monetary redress expressed in the form of an administrative fine and conclude that it is difficult to differentiate the sanctions of criminal procedural responsibility in the form of a monetary redress and an administrative fine for the commission of criminal procedural violations. The authors present their own arguments to address the duality of application of the Code of Criminal Procedure and the Code of Administrative Offenses to bring to criminal procedure responsibility and administrative responsibility for the same criminal procedural violations.

The author describes the problem of formation of tax literacy and culture of the population of the Russian Federation, identifies the causes of non-compliance with the taxpayer's tax discipline. The statistical analysis of tax offences has been made. The article describes the main causes of tax evasion by legal entities, analyzes methods to improve tax literacy, provides the list of activities to achieve a high level of outreach service for the taxpayers and suggests the ways of improving service for the taxpayers as partners of the state.

In the transition of the leading countries of the world on an innovative way of development, transport is considered as one of the most important factors of socio-economic growth in Russia. Transport contributes to strengthening the unity of the economic area of the country, improves the interregional and international transport and economic relations, increases the efficient using of natural resources, develops entrepreneurship and international cooperation. However, there is a number of obstacles before implementation of transport and transit potential of Russia. The paper deals with features of international and national transport corridors on the territory of Russia and the key problems of their functioning and possible ways to overcome them.

Using a comparative law method this article describes the similarities and differences in the obligations as a result of the injury in the Russian Federation and other countries of continental legal family, characterizes the responsibility for harm caused by deficiencies of goods, jobs and services under the laws of the countries in the Anglo-Saxon legal family. The terminology practice, which is used in the legislation of constituent entities of the Russian Federation at the legislative initiative deputies right is a subject of research to the legislative authority in Russia. The article shows the analysis of legal acts of constituent entities of the Russian Federation in order to highlight a systematic approach to the organization of the legislative process at the stage of the legislative initiative by deputies in regional parliaments. The investigation of the basic concepts used in relation to the association of deputies in regional parliaments as a subject of legislative initiative, has allowed to formulate the conclusion about the place of the deputy and deputy groups in the mechanism of legislative initiative.

The article analyzes urgent issues of application of international law in the field of labor relations. The inclusion of international law in the Russian legal system has become a necessity because at the present time the most universally recognized norms of international law and international treaties can actually be achieved and implemented solely through the judicial system. The main domestic legal norm permitting courts of the Russian Federation to be guided by the provisions contained in international law is set out in part 4 of article 15 of the Constitution of the Russian Federation.
