The article deals with the concept of indicative planning. Problems of contemporary regional policy are described. The paper explores the use of indicative planning in strategic management of socio-economic development of the region.

Using econometric techniques in the present work, we examined various aspects of the educational institutions in the Volgograd region, revealed the results of their activity. We found out a number of the problems existing now in education and defined the strategic goals of education development. We also analyzed the mechanisms of regional policy directed to improvement of education quality in the Volgograd region.
