An area of research in the present article is process of obtaining new scientific knowledge in the Russian Federation. The factor of influence of institutes of a citation index on efficiency of scientific and technical progress acts as an object of a research. The main results of the conducted research are the sentences on saving of level of motivation of all categories of researchers consisting in implementation of full indexation of content of a scientific digital library of eLIBRARY.RU taking into account the available stratification, but, at least, with saving of full statistics of citings for the lower stratum now excluded.

On material from the museums at Regional and Oil and Gas Geology Department of the Perm State University forms of safety of fossils was described. Two systems of the description of forms of safety are compared: domestic and foreign, based on English-speaking terminology. Use of both systems of the description of a form of safety of fossils is recommended. Not only for students of the Perm State Univesity, but also for students of the Oxford University, and also other universities of Europe used this materials during field trip at Kungurian and Permian regions.

Summary: elements of development of critical thinking of students on examples of the solution of geological tasks of courses of a stratigraphy, the facial analysis, historical geology and paleontology are approved.

Summary: between the general stratigraphy scale of the Permian system and the general geochronologic scale of the Permian there is one-to-one correspondence (so-called "bijection" by the theory of the Cantor). Couples of such divisions are considered: System – Period, Series – Epoch, Stage – Age. For demonstration of bijections the piece of the International Chronostratigraphic Chart corresponding to the Perm system is chosen. Divisions which volume and content are proved by a biostratigraphic method treat the straton possessing property of bijection. The Permian system, its departments, tiers treat such divisions.

Summary: idea of the Perm system of rocks as independent and special part of the general international stratigraphic scale entered geological science in 1841, thanks to opening of the Scottish scientist R.I. Murchison. Murchison called a new system of the general stratigraphic scale (and, respectively, the Permian Period of a geochronologic scale) on the Perm province. The short valid name of these divisions – perm. This name was included forever into geological science and practice as outstanding achievement, according to the academician B. S. Sokolov, "a heroic era" of great discovery in geology. It is an absolute geological and historical priority of Perm and Perm Krai. The analysis and synthesis of approaches to comprehension of the Truth in sociology, economy and philosophy was carried out on the basis of Gnostic knowledge and meta-sciences. World outlook value of results of ontologic researches of unity of the learned natural life by criteria of natural sciences is investigated; the concept of structural levels of the nature is estimated by the modern scientific version of an explanation of unity of a structural variety of life adequate to criteria of scientific character of multidimensionality of cultural experience of mankind; structural levels of the nature are characterized by stages of self-organization of the nature.
