The article is devoted to the study of the free-rider problem in a postindustrial society. This problem is often always discussed from the point of view of evading by some individuals from payments in financing public goods production, which reduces the possibility of their optimal production. But the costs of individuals consist not only of such payments. And if the consumption of these benefits is possible without compensation by individuals for the financial costs of their production, then from a different kind of costs - the expenditure of personal time for their consumption (in the postindustrial society it is a rare economic resource for and individual), they cannot evade, and this can change the consequences of the free-rider problem. Therefore, when the theory, speaking of the free-rider problem, focuses attention on non-payment of taxes and losses of suppliers of goods, it should be taken into account that in post-industrial society, the stowaways themselves will suffer losses, since by their actions they increase not only the expenses of the personal time of all consumers, but also their own. Therefore, it is necessary to solve the free-rider problem not only from the point of view of evading payments, but also from the standpoint of the costs of the personal time of consumers of goods.

The changes of biochemical asymmetry of rats with different motor phenotype (left-handed, right-handed and ambidexters) during their adaptation to hypokinesia have been studied. It is shown that the development of hypokinetic stress in rats owing to restriction of their mobility leads to sharp activation of the processes of lipids peroxidation and to decrease of tiol-disulphate metabolism in brain cortex of animals with different phenotype of motor hemispheric asymmetry. The degree of studied parameters asymmetry changes in hypokinesia. There is a significant reduction of asymmetry coefficient till the inversion of its sign that testifies about decreasing stress resistance of an organism and adaptive possibilities to external influences.

The article discusses the position of Russian science in the 1990s, which, in this period, due to the lack of financial support from the state, was in a deplorable condition, because it did not have alternative livelihood. The support from the American exchange and research programs and funds actually became the main base for survival to many research areas in our country in this period, especially in the Humanities. In the article the author points out positive aspects of the activities of U.S. exchange programs and foundations that contributed to the survival and, in some cases, the establishment and development of new research directions, especially in the Humanities and public sphere. In addition, thanks to the American programs, there was an exchange of experiences and ideas between representatives of the research communities of Russia and the USA. However, despite overall positive effect from the activities of U.S. programs and funds in our country in the 1990s, there were also negative factors. The main of them was the so-called «brain drain» as a result of which, many Russian researchers, through exchange programs, once abroad, preferred to remain and continue their research activities outside of Russia.
