This article analyzes the problem of the definition of effective mechanisms for implementation of the technology of forming a personnel reserve in the general education system of the Russian Federation. As a result of the study it was found that the formation of personnel reserve of the general education system of the Russian Federation is focused mainly on the management personnel, that is insufficient. The study substantiates the need to expand the technology of formation of personnel reserve.

The article analyzes the features of the implementation of certain functions of human resource management in modern universities. The systematic approach allowed the author to identify the key elements of human resource management system of modern higher education institutions and to characterize their specificity in comparison with commercial organizations management systems. According to the author, the modern university is a special organization that is able to implement many functions of personnel management at the expense of internal resources.
