The article outlines the theoretical aspects of the innovative ecosytem concept. The main factors that form a favorable environment for the development of ecosystems in the region are identified. Based on the correlation-regression model, the relationship between the region's investment attractiveness and the human capital is established. The estimated cost of investment in fixed assets and the average annual number of employees for ecosystems in the Yaroslavl region have been considered.

Тем не менее, практика функционирования российских организаций показывает, что в настоящее время нельзя говорить о полномасштабных инвестициях в человеческий капитал.

The article discusses the topical issues of the formation and use of labor resources, explores the evolution of the concept of "labor resources", identifies approaches to the definition of the concepts "labor resources", "labor", "human resources", "human capital" and "labor potential", formulated definition of the concept of "labor resources of the enterprise." Methods of research - analysis and synthesis of scientific literature on this topic. The result is the author's wording of the concept of "enterprise workforce".
