Статья посвящена соотношению правового регулирования института освобождения от уголовного наказания по российскому уголовному законодательству и уголовному законодательству стран ближнего зарубежья. В работе выявлены общие тенденции законодательной регламентации, а также идентичные условия и основания применения различных видов освобождения от наказания.

Предметом исследования выступают национальное и наднациональное законодательство государств-членов Евразийского экономического союза (ЕАЭС) в сфере инноваций и инновационной деятельности в контексте межгосударственной интеграции в Евразийской регионе. Исследование проводилось на основе комплексного подхода, сравнительного метода и принципа методологического плюрализма. Результаты исследования представлены в виде предложений по систематизации и гармонизации законодательства об инновационной деятельности в странах ЕАЭС.

This article discusses the issues of optimization organization of identification of foreign public officials with the aim of countering legalization (laundering) of criminal proceeds as well as the ways to improve identification of foreign public officials on the territory of the Russian Federation taking into account the Russian legislation.

The article analyzes Russian and Chinese legislation on the contract of sale of goods, which contains many general provisions, but there are peculiarities due to the difference between the legal systems of Russia and China. Consistently the authors compare the legal regulation of defining the purchase and sale agreement elements which are the parties to the contract, subject, price, term, form and content of the contract. The provisions of Russian and Chinese legislation on liability for non-performance or improper performance of the purchase and sale agreement are noted.

Relevance of the article is caused by the fact that investment activity of insurance companies exerts considerable impact on their solvency and financial stability. Insurance reserves and own funds are provided with doubtful or unreliable assets, and the insurer has a risk of non-execution of the obligations for insurance payments in connection with inability to use the investments made in unreliable assets. Thus, there is a need of regulation of investment activity of insurers.

The subject of the study is the institution of criminal procedural liability. Sanctions of criminal procedural liability, namely a monetary redress, received the first legislative consolidation in the new Criminal Procedure Code of Kazakhstan. Who the pecuniary punishment is applied to is fixed in the article 159 of Code of Criminal Procedure of the Republic of Kazakhstan. The size and procedural order of its application is regulated by the article 160 of Code of Criminal Procedure of the Republic of Kazakhstan. The authors analyze the introduction of the judicial mechanism of pecuniary punishment and the existence of the Code of Administrative Offenses on the monetary redress expressed in the form of an administrative fine and conclude that it is difficult to differentiate the sanctions of criminal procedural responsibility in the form of a monetary redress and an administrative fine for the commission of criminal procedural violations. The authors present their own arguments to address the duality of application of the Code of Criminal Procedure and the Code of Administrative Offenses to bring to criminal procedure responsibility and administrative responsibility for the same criminal procedural violations.

The author describes the problem of formation of tax literacy and culture of the population of the Russian Federation, identifies the causes of non-compliance with the taxpayer's tax discipline. The statistical analysis of tax offences has been made. The article describes the main causes of tax evasion by legal entities, analyzes methods to improve tax literacy, provides the list of activities to achieve a high level of outreach service for the taxpayers and suggests the ways of improving service for the taxpayers as partners of the state.

Using a comparative law method this article describes the similarities and differences in the obligations as a result of the injury in the Russian Federation and other countries of continental legal family, characterizes the responsibility for harm caused by deficiencies of goods, jobs and services under the laws of the countries in the Anglo-Saxon legal family. The work also suggests the ways to improve the legislation.

The terminology practice, which is used in the legislation of constituent entities of the Russian Federation at the legislative initiative deputies right is a subject of research to the legislative authority in Russia. The article shows the analysis of legal acts of constituent entities of the Russian Federation in order to highlight a systematic approach to the organization of the legislative process at the stage of the legislative initiative by deputies in regional parliaments. В статье представлен исторический анализ развития рейдерства в России. Авторы полагают, что необходим постоянный мониторинг экономических форм активности, результатом которых являются захваты управления в юридических лицах, с неблагоприятными последствиями в виде причиненного ущерба обществу или государству, с целью законодательного предупреждения новых проявлений рейдерства.

В статье с использованием абстрактно-логических методов представлены методы налоговой оптимизации и их значение в современных экономических условиях.
