Key and most difficult process in management of any organization is human resource management, as the author notes. Effective management control is, first of all, the correct, accurately built system of use of personnel resources of the organization. In the presence of optimum number of the qualified employees such system allows to achieve goals of the organization in the shortest possible time and with the minimum expenses. Questions improvement of a control system of the personnel in the conditions of increase of requirements to quality of public administration are particularly acute especially, this aspect defined relevance of a subject.

Author defines the need for using modern information technologies in the educational process of the higher school as stimulators for students' self-realization. Author haves found attributive signs and modalities of students' self-realization and described the related functions of information technologies – actual and potential. The actual contour is formed by such functions as: descriptive, representative, exhibiting, search- heuristic, imprinting etc. The contour of potential functions is made by such functions of information technologies as: reflexive, activation function, inclusive, motivating, self-manifestation, amplification etc. Together both contours of functions form the holistic information environment of opportunities for students' self-realization in the format the «person-to-person» educational interaction.

Training of senior pupils speaking English is a key problem in the context of their preparation for the oral part of the state exam. The structure of the oral part of the examination requires the student deployed reasoned monologic utterance, and the ability to ask logically questions in English. The English language in secondary school does not imply thorough preparation of students for this type of speech activity. Therefore, the teacher needs to develop and use special techniques that stimulate the process of speaking in students.

This article describes the theory of individual’s informational socialization; new types of social and informational trainees’ deviations; social and pedagogical point of view on preventative measures for internet addicted children and teenagers by means of system organization of students’ informational and pedagogical support under the conditions of social and information security risks. The author concludes that there is a need in individual’s informational world-image formation as a pedagogical condition, affecting students’ informational socialization and complex internet influence, because there are development and realization possibilities of individual’s creativity in new realities of informational society together with negative effect on children.

«Didactic engineering: new trend in education»

It is clear that didactic system, more and more becomes a man-machine (cybernetic) learning system with the assistance of artificial intelligence. Didactic Engineering – a methodology (theory, practice, diagnosis) organization to address didactic problems. Therefore, in the framework of didactic engineering problems are solved by the creation of new and effective teaching systems and equipment (technology) training and diagnostic quality of training using engineering methods, working in virtual and real environment (man-made educational environment). Proposed methods of solving of didactic tasks is justified. They are based on well-known in educational psychology and cybernetics fundamental laws, concepts, principles. These may include: «prirodosoobraznosti training», «zone of proximal development», «training on a high level of difficulty," Ashby's law (the law of requisite variety), as well as the established pattern «solution to the problems in three steps». This law allowed to disclose the reasons for the rapid sustainable development of the student, the key invariant ability, the role of knowledge in solving problems, and in general the fact why some people decide to professional problems more successfully than others. Developed can be partially implemented system and technology training of engineers in the metric format competency in a typical shell MOODLE or completely in a specially designed MYKNITU system (myknitu.kstu.ru).

The article deals with the problem of the lack of media education of citizens and the need to introduce such a course in schools and universities in the conditions of the modern information warfare, which goal is the impact on mass consciousness with a view to its submission and enslavement in certain geopolitical goals. The author rightly raises the question of the means of protection against the manipulation with consciousness to be possessed by citizens, but since the technology of manipulation of consciousness is used by all the media and politicians, the question arises: is this profitable for the government to train its own citizens to counteract the manipulation.
