Questions of sambo training in the Republic of Karelia are considered. Based on the analysis of the development of sambo in the region, proposals are given for intensifying the development of sambo in Karelia.

It is shown that the processes of formation of import-substituting end-to-end technologies for the harvesting of food raw materials and its production of functional foods from it, along with the development of the agro-industrial sector in the regions of the European North, are the most important factors for improving the food security of the population living in these regions.

This article researched the problems and prospects of the Northern Sea Route. Currently, the Route is Euro-Asian transcontinental maritime transport corridor. It is one of Russian priorities. The Northern Sea Route, as an international transport system, remains a reserve of international transport system, which conceals in itself huge potential of the international cooperation and development of the Russian Arctic.

Aspects of the organization of the multicultural educational environment are considered on the basis of the multinational culture of the peoples of Russia, which is due to the economic discourse of the regions, appealing to the resources of interethnic adaptation during the training of students of economic specialties in higher education institutions, the factor of improving professional communication (as one of the most important competencies of the future specialist) interethnic and ethno-cultural dialogue in the process of education and the subsequent professional activities. The potential of the discipline «Russian as a foreign language» has been revealed in achieving the goals of organizing a multicultural environment through means of interethnic and ethno-cultural communication, taking into account its main components, among which special attention is given to discursive and strategic aspects. The main characteristics of skills and competences whose development is mediated by didactic-methodological means of the discipline «Russian as a foreign language» with a more profound mastery of the language of the specialty, taking into account the features of interethnic and ethno-cultural communication, are revealed. Their importance for successful professional socialization in conditions of interaction and cooperation of regions is shown.

A brief analysis of the directions of research of the features of the economic, industrial and social sphere of the northern border region - the Republic of Karelia, is given.

The article analyzes federalization as a logical way to solve the latent conflict between Walloons and Flemings, since decentralized national democratic states are the reality of the modern West European political system. The author believes that the persistence of rigid forms in the states covered by secession and the forceful suppression of ethno-separatism, without granting extended autonomy, does not lead to a peaceful resolution of conflict situations

Using the data of 1994–2013, the effects of parents’ educational attainments and locality on educational achievements of adult sons and daughters are estimated. Parents’ educational attainments affect educational achievements of both sons and daughters positively. Locality strongly affects sons’ educational achievements, while daughters’ educational attainments are less dependent on it.

The author uses the data of 1994–2013 to estimate the effects of parent’s education and locality on occupation of adult sons and daughters, discovers that occupation of both sons and daughters depends on parent’s education. A high education attainment of parents increases the probability of children to be employed as officials, managers, or professionals. Locality has a strong influence on son’s occupation, while its effect on daughter’s occupation is less pronounced.

In this work, the problems of forming the image of the regions of Russia at the present stage of their development are considered.

The article describes the theoretical and practical aspects of formation of local budgets in the conditions of macroeconomic instability. The research allowed to evaluate their present status as busy. It appears that the formation of a real financial autonomy of local governments should be based on the development of property taxation expansion of tax powers of authority subjects for special taxation regimes, the promotion of best practices of individual Russian regions by self-taxation of citizens.

Development of a model of a virtual network community, a leading end, each member of which is full integration of the educational system of the Crimea and Sevastopol in the legal, organizational, methodological and content field of the Russian Federation, should meet the objectives of the consultancy, exchange of experience between colleagues, the selection (at the level of the forecast, and in practical terms) ideas of creation of a modern regional education system.
