Therefore to the forefront of economic development of the organizations there are problems of revision and reconsideration of bases of management of social and economic systems.

The main lines and basic characteristics of the model of the higher education adequate to innovative social and economic development of the country are considered in the article. It is proved that innovation and systemacity have to become the main target reference points of reforming of the higher school.
