Currently, Russian higher education system is constantly reformed, new-generation standards are applied and the requirements for the employees are increased. The Ministry of Transport of the Russian Federation is interested in preparing high-qualified specialists, who are competitive on the labor market. As can be seen, it is possible to apply some of the foreign higher education solutions to our education system. The frequency of such reforms in Russia shows the relevance of our research and the fact that it is a high time to conduct it. Budget legislation reforms stimulating the supporting fund development improve the preferential tax regime for funders. Moreover, the government support of the nonprofit sector strengthens. As a consequence of decreasing the education funding the competition on this market increases. Therefore, in order to develop universities, it is necessary to find the alternative ways of getting funding. We should pay particular attention to endowment funds. This financial resource bases on fundraising and creating the foundation by means of charitable finances. At this point, there are more than 100 endowment funds in Russian Federation, the majority of which are aimed at education. Approximately 60% of Russian endowment funds are founded in order to improve the universities’ financial health.

The article analyzes the psychological problems of professional development and training of teachers in system of improvement of professional skill. The article reveals the main organizational and psycho-pedagogical principles of training of teachers in system of improvement of professional skill of teachers. The author actualizes the need for the introduction and use of interactive technologies, contributing to the development of value-semantic sphere of the teacher, overcoming of professional deformation. In this work various models of development of personal and professional self-determination of rural school students are considered. First, the structurally functional model of development of personal and professional self-determination of rural school students is presented, the substantial part of model is described. Secondly, the mathematical model of development of personal and professional self-determination of rural school students in which components of educational space and specific features of rural school students are reflected is presented. Various positions in modeling are analyzed, and also author's vision of substantial part of structure of model is presented.

Introduced material can be considered as the primary source, produced by the method of participant observation and analytical generalization. Author implemens the first reflection on cultural studies.

This paper analyzes the investment projects of grain deep processing. Deep processing of grain is the allocation and use of grain components. In the United States 36 percent of grain crop is exposed to deep processing. For Russia, the deep processing of grain is a relatively new concept. Its development in the Russian Federation will allow to produce high-tech products, which are in strong demand on the world market. Deep processing of grain is an integral part of import substitution. Despite the fact that the grain processing plants pay off just in 5 years, no plant has been built until recently. After joining the WTO alcohol production will be unprofitable without the production of grain processing products. The authors explore the market of wheat gluten, the starch market, the market of glucose-fructose syrup and the public-private partnership.

One of the most popular research activities in education is the project method. The specifics of the social project are related to its use as a method of training of future specialists in auxiliary professions (social workers, medical specialists). Carry out a survey using a questionnaire for assessment of the effectiveness of the students’ collaboration activities in Land a Hand project. A survey was carried out with the students participating in the project with the purpose of «Establishing the effectiveness of cooperation between students majoring in different disciplines in a multidisciplinary team using the opportunities for project work in the course of their training» and examine the effectiveness of cooperation between students and users of social services (old people from specialized institutions). The research results provide a basis to conclude that the activities carried out by the project contribute to an atmosphere of cooperation and support between the partners.
