The proposed article is a study of the problem of the equilibrium of the forces of attraction and repulsion, the dominant basis of all physical processes of the universe. The research was carried out using a model of the interaction of matter with space. Clinical and epidemiological data indicate the high medical and social significance of urological diseases for public health and determine the need to analyze problems in organizing the provision of specialized medical care to patients with a urological profile. The purpose of this work was a comparative analysis of indicative indicators of the urological department No. 3 of the City Clinical Hospital No. 1 named after N.I. Pirogov in order to improve the availability and quality of specialized medical care for this category of patients during the COVID-19 pandemic. An analysis of the work of the urological department in 2020 as a whole indicates its stable activity: there is an increase in the share of minimally invasive endoscopic technologies, radical surgeries, an increase in the range of treatment methods for urolithiasis through the further development of modern technologies, primarily using X-ray guidance methods.

This article explains results of a comparative to test the performance of two top banks in the German banking industry analysis using a financial ratio analysis method. The main determinants considered are solvency and liquidity indicators, which make it possible to observe the risk behaviour of banks before and after the financial crisis. The hypothesis of the study is that the behaviour of German banks depends on bank-specific variables that affect the institution ’s loan policy. The universal banks in Germany can be divided into three main types of institutions: commercial, public sector and cooperative banks. The analysis is carried out on banks of the same category in a decomposed manner. Deutsche Bank and Commerzbank representing the commercial/Private sector. Checking each Bank separately is carried out to detect the similarities or differences that each bank may have in terms of bank performance. The empirical analysis involves a sample of these German banks observed during 2015–2019.

The article examines the concept of plea agreement under the clause 61, article 5 of the Russian Federation Code of Criminal Procedure. The author came to a conclusion that the analyzed term “plea agreement” doesn’t reflect the idea of the term defined, thus does not provide common understanding.

The article is devoted to the issue of forming cognitive interest in younger students with intellectual disability. The issue is present not only among children with intellectual disability, but it is with them that it is most difficult to form it, since in primary school age these children still have a predominant play activity, as a result of which children with intellectual disability have distorted conception about the world around them. Intellectually disabled students tend to have a superficial acquaintance with any subject, as a result of which it is quite difficult for them to analyze and synthesize, so their perception and understanding also suffers. The correctional program presented in the article has a mission to eliminate these problems and help children in the formation of correct cognition.

The issue of exemption from criminal liability based on specific elements of a crime is relevant to an array of crimes. The exemption with court fining is relatively new in the criminal law. Considering the peculiarity of dispositions of the articles 285.1, 285.2 of the Criminal Code of Russia the establishment of the application of the fine for specific crimes remains dubious. The present issue is not covered sufficiently in the theory of the criminal law. Based on scientific researches and case law, specific problems involved in the implementation of the article 72.2 in relation to inappropriate use of public and state non-budgetary funds are established in the present article.

As the share of development of oil fields with reserves confined to low-permeable reservoirs increases, the problem of improving the efficiency of key indicators of project implementation becomes relevant. The work considers the factors that influence the investment attractiveness of low-permeable reservoir development projects, based on the accumulated experience in the development of low-permeable layers, the directions of optimization of technical and economic solutions are noted. The effectiveness of the proposed measures is confirmed based on the investment analysis of options for developing low-permeable reservoirs of an oil field.

The methodology of the work consists in the application of elements of system analysis (accepted and expected state decisions) in the innovative sphere of scientific and technological development, concerning: comparative characteristics of approaches to the creation of platforms in the EU and the Russian Federation, comparative characteristics of platforms and clusters, the order of formation of the list of platforms, proposals for regulation and requirements for the form of content and illustrative examples of functional and consolidated variability of platforms in the innovation infrastructure of domestic platforms, orientation and implementation of EurAsEC platforms. The research is based on the general scientific method (problem statement, information-analytical generalizations, classification and analogies, analysis and synthesis, inductive-deductive approach). The results of the work are that on the basis of the organizational and managerial Genesis of the EU technological platforms, the mission of the platforms in the innovation infrastructure of the Russian Federation and EurAsEC is outlined. The field of application of the results is the formation, implementation and expected prospects of domestic technological platforms. Summary. The functional variability of domestic technological platforms, which are communication tools of innovative development, is characterized by participation in the implementation of National priorities of this development, development Strategies of the Russian Federation, National projects, National technological initiatives, State and Federal target programs, Programs of measures to support promising industries, in the planned creation of the first technological valley, in clusters and technological engineering, in the formation of Eurasian platforms. Based on consideration of the mission platforms in the innovation infra-structure, contribution of organizational management Genesis platforms of the EU and the functional variability of the implementation of domestic platforms, it can be considered that the Russian Federation defined the role of the state as regulator of the platforms (not the participant or the mediator controls). The practice of formation and implementation of platforms of the Russian Federation is not without infrastructural management problems: there is still insufficient interest of big business in the activities of platforms and, as a consequence, extra – budgetary underfunding of projects and programs; «vagueness» of responsibility for the development of technologies (in the conditions of formation of " top «with the initiative of» bottom»); non-obvious coordination of interaction between platform participants and inter-budgetary regional relations; dependence and strengthening of external risks of the Russian Federation on participation/import of foreign capital and technologies; uncertainty of control procedures; lack of criteria/indicators of expected efficiency. Not all platforms of the Russian Federation and EurAsEC are guaranteed to be effective, but the success of any of them will form a new market of innovative products with the expected prospect of long-term development.
