В статье рассматриваются проблемы правового и организационно-методического обеспечения поддержания государственного обвинения группой прокуроров. Авторы приходят к выводу, что на сегодняшний день имеет место правовая неопределенность в вопросах процедуры создания группы прокуроров, порядка участия этой группы при предварительном рассмотрении уголовных дел, которые были представлены в суд.

Статья посвящена решению вопроса о поддержании государственного обвинения после отмены постановления суда о прекращении уголовного дела. Авторы приходят к выводу, что отказ прокурора от обвинения служит препятствием для его участия в новом разбирательстве по тому же уголовному делу судом первой инстанции в случае отмены судебного решения о прекращении дела. Внутреннее убеждение прокурора в доказанности обвинения не является его произвольным мнением. Оно должно основываться на материалах уголовного дела, должно быть результатом оценки доказательств.

Автором проанализировано понятие «малый бизнес». В работе обозначена поддержка со стороны муниципалитета малому бизнесу.

В работе анализируются недостатки солидарного принципа формирования досрочных пенсий. Исследуется позиция Конституционного суда в отношении законопроекта о профессиональных пенсионных системах. Указываются возможности и необходимость трансформации системы досрочных пенсий. Предлагается реформировать систему досрочных пенсий на базе негосударственных пенсионных фондов. Резюмируются преимущества предлагаемой модели для российской пенсионной системы.

В условиях недостаточной удовлетворенности предоставляемых государственных услуг и несовершенной системы ВЭД, основанной на разрозненности баз данных субъектов экономики и предоставлении неверных данных, повышается риск получения убытков, как со стороны государства, так и со стороны коммерческих структур. В статье рассмотрена технология блокчейн как инструмент повышения эффективности и расширения потенциала сферы государственных услуг (ан примере регистрирующих органов) и ВЭД.

В статье поднята проблема государственной поддержки инновационной деятельности в промышленности. Произведена оценка принятых государственных программ. Сделан вывод о недостаточно проработанном нормативно-правовом обеспечении инновационного развития.

The article considers the role of control and supervision in public administration

The article discusses the problem concerning some changes in image of tax and customs officers. Tax and customs system is a multifunctional structure, therefore, in order to ensure unified application of the legislation, professional training of staff should be organized by means of guidelines, workshop discussions, qualification trainings and other instruments, which should be attended by the employees of territorial and regional tax and customs authorities. Along with implementation of legislative reforms and application of advanced technologies for increase of confidence in tax system and expansion of capabilities, the role of a professional tax officer is of high importance.

The article reviews theoretical aspects of budgetary risk, its place in the system of financial risks. The author also describes methodical aspects of the estimation of budgetary risks using statistical methods. Further these methods are used to assess the budget risks of the regional budget of the Rostov region.

A comprehensive assessment of the results of the state program implementation of the Khanty-Mansiisk autonomous district – Yugra of the culture development in the conditions of the economic crisis was carried out. It is shown that, under the condition of planned state municipal management and regulation it is possible to implement the programs of the cultural sphere development. Despite the socio-economic crisis and the presence of unsolved problems, all-Russian and international events are being held on a high-level on the district area, it means the effectiveness of public policy in the vector of culture and development.

The article concerns the issues of trashing flaps of mung bean, technology of harvesting, the construction, producing thrashing of the flaps is proposed. Existing three methods of threshing mach culture are presented and analyzed as well as ways of thrashing are described. Advantages and disadvantages of these methods are overseen. According to the patent study the most appropriate device for thrashing of this culture is pointed out. According to studied properties and characteristics of the leaves and mung beans, a new method of threshing  mung bean flaps based on the features of this culture is proposed.

The article compares two versions of the standard, reveals differences and similarities. And changes in the gradation of changes are also highlighted.

The article deals with the ecological problems of the Pavlodar-Irtysh Priirtyshye. For a long time, it was believed that the Pavlodar region in terms of pollution is not a problem region. Recently, ecologists of the region have been alarmed by the fact that in the short period, since the 1990s, the region has become a leader in the level of air pollution. Today, in terms of pollution level, the Pavlodar region takes the third place in the republic. One of the causes of pollution of the environment is the rapid development of industry. As a part of ecological support, our students, like many other residents of the Pavlodar region, are involved in cleaning up their native city and the Irtysh floodplain, as a favorable habitat is an important part of life and health of people.

The development of knowledge is becoming increasingly important for the public sector. This determines the need for a comprehensive study of the knowledge society. It is assumed that the forecasting of risks is an important criterion for assessing the effectiveness of management in the information society.

In the course of the work the author monitored music education in the practice of tutoring centers, as well as diagnosing the musicality of children by the method of K.V. Tarasova. It is worth noting the high growth of popularization of musical tutoring in general in our country. As a rule, these are centers that engage in tutoring in an «amateur» format, providing services for additional unlicensed education. As a result of work, the author obtained a whole range of conclusions relevant to research problem. Having become acquainted with the main approaches in the study of the essence of supplementary education, its most important characteristics for children and adults should be recognized as developing creative abilities that generally satisfy their needs. Researcher came to the conclusion that the music education in the conditions of the tutoring center is characterized by the following features: the age-old composition of groups, informal assessment system, personal approach to the student, variation of forms of educational activity.

Economic growth in the context of global intercountry competition is provided on the basis of the state policy of supporting national development. The effectiveness of such a policy is determined by the ability of the state to ensure transparency and completeness of control over the movement of resources, including the potential for outflow of resources to countries with more attractive business conditions, in particular, through transfer pricing.

В работе представлены направления работы государства для поддержки малого бизнеса. Авторами также рассмотрены государственные программы на федеральном и региональном уровнях по поддержке МСП.

По заказу Министерства спорта Российской Федерации СРО «Промспорт» в 2017 году была выполнена научно-исследовательская работа «Разработка научно обоснованных предложений по содержанию национальных стандартов на спортивное оборудование и инвентарь» (далее – НИР). По результатам проведения НИР разработаны проекты 12 национальных стандартов, устанавливающие требования и методы испытаний спортивного оборудования и инвентаря.

В статье проанализированы методы и инструменты поддержки производителей и потребителей сельскохозяйственной техники в России. Автором сделан вывод о недостаточной эффективности действующего механизма регулирования рынка и предложен комплекс мер по его совершенствованию.
