The article considers the standing order of the budget of the constituent territory in the Russian Federation in the budget system of the country and reveals the main problem of low fiscal capacity of the region. It also analyzes the revenues and expenditures of the Samara region budget for 2015–2016.

The article discusses the problem concerning some changes in image of tax and customs officers. The article deals with the main components of the model of the process of designing the didactic space of the teacher with the help of in-house training of the teaching staff of the school. Criteria and indicators of efficiency of the offered model are defined. The proposed diagnostic tools allow to fix external and internal changes in the professional activity and in the semantic sphere of the teacher, as well as qualitative changes in the students with whom the teacher works. A level approach to assessing the formation of the didactic space of the teacher on the set of indicators of the proposed criteria is proposed.
