The article examines the questions concerning the optimization of territorial structure in the Sverdlovsk region associated with the comprehensive transformation of the economy of single-industry towns and mono economics areas. The author has analyzed the population dynamics of the region and industrial production, with allocation of single-industry towns. A classification of towns by type of localization economy has been classified. The author has made some conclusions on quality solution of the problems in the single-industry towns in the Sverdlovsk region.

According to the author the rapid growth in international trade has made China widely known as a competitive trade country. However, we shouldn’t ignore the problems in our trade development. Through the analysis of the new development in the theory of comparative advantage, we should lay emphasis on the variability of comparative advantage, develop high- level intra-industry trade and cultivate less developed as well as potential industries, such as the industry of technology.

The majority of synthetic cannabinoids (SC), belongs to the group of so-called designer drugs distributed through illegal online shopping. The first reports of this group of psychoactive substances appeared in the 70s of the last century. Today, according to various estimates, there are over 160 varieties of synthetic cannabinoids, and this figure is increasing annually due to the synthesis of new substances in the group. This group of substances is designed to «copy» the psychoactive effects of cannabis. Initially, these substances were created solely for research purposes, to study the endocannabinoid system of the person. Natural THC is a partial agonist of cannabinoid receptors. Synthetic cannabinoids are full agonists CB1R and CB2R types of cannabinoid receptors. Most countries in the world, including Russia, at the legislative level have taken restrictive measures for preventing the spread of this group of substances. In order to circumvent the legislative measures, the producers of synthetic cannabinoids regularly changing the chemical formula. Each year, an increasing number of emergency hospital admissions associated with the use of synthetic cannabinoids in the peer-reviewed literature describes the deaths directly attributable to medical complications after taking synthetic cannabinoids. Numerous studies have proven the possibility of developing psychological dependence due to the use of synthetic cannabinoids. The proposed review of the literature is presented for the purpose of organizing data in the field of synthetic cannabinoids.

According to the authors among the new psychoactive substances, the number of which is growing every year, despite the measures aimed at the obstacles to their dissemination there discovered the most frequent violations of psychotic conditions associated with use of synthetic cannabinoid in clinical practice. On the black market, they are distributed through online shops, under the guise of herbal mixtures for Smoking. When ingested, this group of drugs at the peak of intoxication raises a number of mental (different according to the depth of impaired consciousness, auditory and visual hallucinations, panic attacks, acute psychotic paranoid disorders, catatonic stupor, polar affective disorders, acute polythematic delusional symptoms) and somatic disorders (disorders of heart rhythm and conduction, acute ischemic disorders, hypertension, depression of respiratory activity, violation of thermoregulation, development of acute renal failure, vomiting, expressed cephalgia, clinic of hypokalemia). In the reviewed literature and authors own observations there have been discovered some cases of mental addiction development to synthetic cannabinoids. The analysis of new literature data and own clinical observations helped the authors to compare the psychotropic effects caused by this group of drugs, relative to other known surfactants. The toxic effects of CSC on the body greatly exceeds the use of plant cannabinoids, and it has almost the same effects as the synthetic cathinone’s. The speed of formation of psychological dependence is lower compared to synthetic cathinone. Developing current strategies for diagnosis, treatment, and rehabilitation of patients who use synthetic cannabinoids remains an important task for practical healthcare.

The article describes practical methods of navigation using GPS-navigators, topographic maps and the Internet, which can help people, interested in travelling (tourists, fishermen, hunters, and including professionals (geologists, surveyors, topographers) to reliably find their way to the target site. It also describes methods of navigation with a GPS-navigator Garmin eTrex H. The described technique will help to find the way back, eliminating or significantly reducing the possibility of the loss of orientation in unfamiliar terrain. Thanks to GPS-navigator it is easier to move on unfamiliar terrain, even with the presence of a topographic map. The «Internet» network significantly expands the possibilities of satellite navigation receiver. Due to the rapid display of all the changes of the area and the large scale of satellite imagery it is easier to find the way to the target.

The authors describe the specifics of the transition to student-centered learning standards, the main issues arising in the framework of the process of identifying an individual trajectory of student learning and methods of their solutions through the use of the «digital profile» model. The researchers present the organization scheme of school education in the framework of construction of individual educational trajectory of a student, describe the main barriers to the implementation of the scheme. The article describes a chinch bug Kleidocerys resedae (Panzer, 1797) as a pest of deciduous trees. The main purpose of the work is to determine the percentage of damaged deciduous trees of different types, which were damaged by the pest bug and the influence of climatic factors on their numbers. The main work results are the following: calculated percentage of the trees leaf blades damage, the researcher has indicated the percentage of deciduous trees, damaged by bugs, presented a phenocalendar of a chinch bug development and the occurrence of pests’ frequency in number. The author concluded that the main limiting factor, affecting the increase in the number of bugs is a high moisture level in Almaty.

This article discusses some sociocultural segments of public administration as objects of choice of interpretation and actualization of Russian modernization. The author points out, that the strategy of modern Russian economic growth is impossible without a radical reform of public administration.

According to the authors, appeared not long ago new psychoactive substances (designer drugs), including synthetic cannabinoids, derivatives of cathinone, phenethylamines, new stimulants, synthetic opioids, tryptamine derivatives, phencyclidine, piperazine, agonists of GABA (A/B) receptors have become a serious problem for both consumers and doctors. Consumers of these substances are attracted primarily by the intensity of psychoactive effects, as well as «legal purity», which is declared by shadow producers. This indicates that there are some significant difficulties of laboratory typing of new surfactants. Designer drugs when ingested, can affect a range of neurotransmitter pathways/receptors: dopamine, cannabinoid (CB1), GABA(A/B), 5-HT2A, glutamate, and k-opioid receptors (KOR), the imbalance of which leads to the development of polymorphic psychotic disorders.

In the article, the author discussed the development of communication skills in preschoolers in the process of theatrical activities in terms of preschool educational establishment. On the basis of theoretical analysis results, previously performed by several authors of research works, the author justifies the importance of this work to implement good practice in preschool educational establishment, aimed at the formation of important child’s communicative abilities in this age. Analysis of the current modern conditions of activity of the preschool educational establishment and the failure of elaboration of thistopic determined the purpose of this study, which is based on formation of communicative abilities in children of preschool age through theatrical activities. The need for decisions formulated by the author of the study, determined the course of the experimental part of the work aimed at the identification of pedagogical conditions and the development of methods of learning, including theatrical activities and promoting the effective development of communication skills. In this paper the technique is presented quite briefly, however, the author reveals the main stages of its implementation in the activities of the preschool educational establishment. The result of logical and scientific experimental part of the study, the author confirms the effectiveness of the developed methodology for lessons, aimed at formation of high-level communicative abilities in preschoolers.

The subject of this research is the modern technology of the architectural monuments restoration, which makes possible to increase the design and performance, as well as the durability of historical objects. Choosing the most efficient, cost-effective and durable recovery and expanding of architectural monuments technologies is a priority of historical cities.
