В данной статье рассматривается проблема влияния особых экономических зон на развитие Российской Федерации. Автором описаны их цели, задачи и виды. На примерах, созданных в ОЭЗ, показано их положительное влияние как на экономику, так и на реализацию новой инновационной, инвестиционной, налоговой и таможенной политики страны. В работе подчеркнуты некоторые трудности в функционировании ОЭЗ.

Страховые взносы предназначены для мобилизации средств для реализации права граждан на государственное пенсионное и социальное обеспечение (страхование) и медицинскую помощь. Анализ динамики и структуры поступлений в бюджеты социальных государственных внебюджетных фондов за последние годы показал, что средств фондов недостаточно для покрытия их обязательств.

This article considers the question about introduction and development of Russian mediation institute. According to the authors the adoption of the Law on Mediation testifies that the state gives a new impetus to the process of constitutional state formation and to the development of alternative methods of dispute resolution. The problematic aspects of the mediation development are described in this article. As the results of the study the authors suggest to enhance the effectiveness of media-tion, which is a special form of interposition.

Abstract: this article is devoted to the interconnection of national and international law by the example of court practice of European Court of Human Rights (international law as an example) and Russian Constitutional Court (national and domestic law as an example).
