On the basis of analysis of federal state educational standards and studies on the design, optimality and efficiency of the learning process, a basic model of the educational process is proposed in the article, based on the block-modular approach and the mathematical graph theory. It is shown that during the process design and depending on the filling of modules and their meaning, this model can be transformed and useful not only in the development and analysis of work programs, but also reflect the development of the personality, including taking into account negative factors. The boundaries of the proposed model usage are determined. The question of introducing qualitative and quantitative grades of this model on the basis of graph theory for controlling bodies is considered. Advantages of the block-modular approach application to the creation of educational programs in conjunction with the application of the model of the proposed species are highlighted.

Modern stage of modernization of the vocational education system makes new demands not only of educational institutions but also to the quality of the educational services they provide. Objective to ensure the availability of quality services in the new environment associated with the transition to the organizational models of individualized vocational education.

The article deals with issues related to ensuring the quality of the educational process in the system of higher professional education. The methodology and technology of a point-rating evaluation of the training session with students at the university is substantiated in the process of organizational and methodical activities for the control of the educational process at the faculty of the university. The article presents the “Technological map of the analysis of the training session” and justifies the technology of the score-rating evaluation of the training session in the system of higher professional education.

According to the author, automated information systems play a significant role in successful implementation of the strategy of modern Russian education. Qualitative upgrade of Russian society and the changes in the world educational space defined an objective need for harmonization of the national education system. Kapustin and others.) has allowed authors to identify the specifics of the management activity of preschool educational organizations, the implementation of the operation strategies, development of education in preschool educational institution. Authors draws attention on research positions in the definition of «development program for preschool educational institution», as well as considers the management cycle of preschool organizations, describing the sequence of its stages. This article compares the position of both domestic and foreign researchers. In conclusion, it is defined that preschool management of the organization is a process that represents a set of continuous interrelated management functions and activities (actions and operations).

The solution to the problems facing the education system of Sevastopol and the Crimea, is impossible without changing the existing approaches to additional education of teachers and updating it, improving the organisation and management mechanism of this system, as well as improvement of the educational process. In order to ensure quality in order to identify satisfaction of teachers the quality of educational services, it is necessary to introduce a model of feedback.

The reasons decreasing the efficiency of university activity are figured out. The new system of new organisational and methodological measures is proposed. The system is targeted on enhancement of the university activity and increasing of the training quality of students in contemporary universities.
