В данной статье рассмотрены проблемы местных бюджетов в России, представлен пример местного бюджета МО город Краснодар и выявлены проблемы местного бюджета на этапе формирования и исполнения. Установлено, что основными проблемами местных бюджетов на этапе формирования выступают: отсутствие расчетов (прогнозируемых) поступлений по доходам местного бюджета (налоговые и неналоговые доходы); не соблюдение принципа достоверности бюджета, в том числе по реалистичности расчетов доходов и расходов; низкое качество планирования ряда неналоговых доходов главными администраторами доходов бюджета. На этапе исполнения местных бюджетов к основным проблемам можно отнести: неполную реализацию задач и приоритетов, отраженных в Основных направлениях бюджетной и Основных направлениях налоговой политики; нереалистичность первоначальных планов по доходным источникам местного бюджета; отсутствие разработанных мер повышения эффективности использования объектов муниципальной собственности и т. д. Предложены пути решения выявленных проблем.

В работе отмечено, что основной задачей кадровой политики современной организации является обеспечение персоналом определенного количества и качества с необходимой квалификацией в соответствии со стратегией ее развития. Эффективность и оптимизация системы кадрового планирования зависит от участия руководителей соответствующих подразделений организации при определении потребности в персонале.
