The article describes the composition of the administrative offense "Obstruction of the lawful activity of public authorities, other state bodies, their officials, as well as persons who replace public office of the Republic of Crimea." To identify the reasons of buildings and constructions deformation and to develop some preventing measures it is necessary to provide continuous geotechnical control during construction and maintenance of buildings.
