The implementation of the state science and technology policy in the 1990s was closely linked to the process of political reform. The scientific analysis of the role of the state in these processes is of special, not only theoretical, but also practical interest, including the study of the process of Russia's inclusion in the context of the world scientific and technological development in the 1990s. As a result of economic reforms, the scientific potential of the country was significantly undermined.

Annotation. The implementation of the educational standards have called for systemic changes in the educational environment of the gymnasium at the primary level of General education. The changes affected all components of the environment: from the goal to the results of education. The article considers new forms of educational process organization. The authors tell about the organization of educational events of activity orientation, in which primary school students solve different project tasks - subject, interdisciplinary, over-subject, of different ages ones. This article discusses the current state of the climate and its possible impact on the manifestation of natural phenomena. A database on the consequences of dangerous natural processes on the territory of Russia is presented. The principles of its preparation and use for various purposes are substantiated. On the basis of statistical analysis of data on the consequences of manifestations of dangerous natural processes revealed patterns of their manifestations in space and time. The periods of time of increase of total number of events and emergency are allocated.

Origin of boxing and its formation from amateur boxing to professional is considered in article. As rules of conducting fight from Ancient Rome and as the boxing became the Olympic sport changed up to now is studied. The box demands from the fighter physical force and endurance, excellent reaction and coordination, the perfected equipment. Skills of the boxer are poured extremely effective in extreme situations when it is necessary to stand for itself, for the relatives, for justice.

This article describes the principles of assessing the vulnerability of buildings from landslides based on simulation. Approaches to the interpretation of the results of such modeling for vulnerability assessments are substantiated. The analysis of simulation results for different variants of landslides impact on buildings of different structures is carried out. Curves of vulnerability of buildings from landslides of different sizes are constructed. Vulnerability values can be used in risk assessments as part of engineering-geological surveys and other types of work.

Controlled knowledge and skills are the subject of consideration. In order to find a universal method of evaluation, elements of formative assessment, assessment using a skill test, and an open type task as a component of the student's overall learning system were analyzed on the basis of Russian language lessons. As a result, several tasks were formulated for formative evaluation, test, open-type tasks and criteria were developed. Such system of work can be used in school in Russian language lessons.

In this article we suggest an approach, by which testing becomes the mean of estimation of an educational activity allowing implementing “soft” educational model. Attractiveness of this mean of education results’ control is provided with the dimension which allows delivering objective quantitative and qualitative information about progress of education, to diagnose gaps and to predict success. Abstract. Technology, contributing to the formation of universal educational actions of pupils, is the technology supporting notes, which have a number of features. The basic abstract is inherently close to the cluster, but there is a difference: the structure of the reference abstract in contrast to the cluster is fixed. Mastering the technique of drawing up supporting notes improved the students from class to class.

В статье отмечено, что оказание услуги как объект гражданских прав должно включать в себя несколько атрибутов: конкретное и однозначное указание на деятельность, которую надлежит совершить, фиксация промежуточных результатов (при возможности их наличия) и (или) указание на специфический результат, эффект, к которому должно привести оказание услуги (причем такой результат не может носить форму самостоятельного объекта гражданских прав) и (или) момент окончания оказания услуги, потребление услуги в момент ее оказания.

Автором данной статьи рассмотрены классификации услуг как объекта гражданских прав, также подтверждено их многообразие и недостаточность общих норм для надлежащего правового регулирования отношений по их оказанию.

The processes of educational system development in Sevastopol, commonly referred to as modernization, are implemented as a state idea and a state project – “from above”, through the introduction of various innovations. The assessment of outputs and outcomes of innovation is not made from the standpoint of achieving the overall objectives of modernization but from the position of the successful solution of specific problems, which give a fragmentary idea about the current level of the city education system development as a whole.
