Today, it is general aviation that influences the development of the regions of the Russian Federation, taking into account its territorial characteristics. General aviation can be used for the development of many fields of activity, such as: training military and civilian pilots, fire monitoring, emergency medical care, environmental monitoring; obtaining weather forecasts; combating poachers, use for the construction of unmanned aircraft and solving many other tasks. Moreover, unlike commercial aviation, general avitation increases transport mobility and increases the attractiveness of regions for investors and entrepreneurs. This article discusses the main problems and methods of their solution for the development of the civil aviation transport system.

This article deals with the institution of procedural participation, including some issues related to the concept of it in civil justice, the difference between these institutions from other institutions, and the problems of their application in practice. The transition to a cumulative system of professional development of teaching staff is one of the key factors in the modernization of the Russian education system at the present stage. Monitoring of existing models of accumulative systems, including their regulatory regulation at the level of regional educational systems and educational organizations implementing professional development programs, shows that the reasons for introducing this organizational model are the peculiarities of education development in the conditions of the formation of the information society, the implementation of the National Project "Education", the implementation of the competence model of education, professional standards, the involvement of teachers with basic non-pedagogical (university) education in school. An important circumstance is also the upcoming renewal of the mechanisms for financing educational services related to the allocation of funds for professional development.

Despite the existing disagreements in the professional environment about the validity of the very concept of «Internet addiction», every year there was several studies in the field of neurobiology, psychology, clinical psychiatry, proving that Internet addiction is a particular variant of behavioral addictive disorders. In the recent years, Internet addiction has gained special significance in a number of Asian countries (China, South Korea), where this type of pathology is becoming a national problem among young people.
