The scientific article presents the results of the analysis of the definition of the theoretical characteristics, essence and concept of the economic category «the effectiveness of the organization's activities». Particular attention is paid to the concept of «economic efficiency» in assessing the activities of the enterprise. The relevance of determining the essence and concept of efficiency in the activities of the organization is that, thanks to the assessment of its indicators, the success of doing business is analyzed. It has been determined that the essence and characteristics of «the effectiveness of the organization» is defined as the degree of efficiency and effectiveness of the commercial activities of the enterprise.

In today's world the various authors propose a huge number of methods for assessing the status and effectiveness of the health system at various stages. Each of the indicators to measure the effectiveness of various authors have the right to existence and application but accounting and analysis of all these indicators in the complex is the most appropriate to increase the efficiency of the health system.

The publication is devoted to describing the concept and monitoring programs of the regional system of vocational qualification attestation modules edu-cational programs in the Samara regional system of vocational education and training. The criteria and indicators for evaluating the effectiveness of the regional system of attestation are substantiated. Тhe principles and modalities of the monitoring are formulated. Presented management tools using the results of the competency assessment to achieve compliance with the quality of training and the requirements of employers and the state educational standards.
