Technical solutions in the field of formation and use of sprouted seeds, patented in Russia in 2010-2018 are considered.

The article examines the powers of the Ministry of Construction Industry, Housing and Utilities Sector of the Russian Federation, specifics of its functioning within the system of executive bodies of Russia; There is being researched the activity of this Ministry, aimed at the development of urban planning, architecture and housing and communal services in Russia. The research of the history of the emergence of a separate and special body that manages the construction, urban planning, territory improvement, and аuthor's analysis of modern Russian legislation allows the author to identify the features of the Ministry of Construction and Housing and Communal Services of the Russian Federation as a subject of administrative law. In addition, after carrying out such a study, conclusions are drawn about the significance of the existence of this ministry in the system of Russian government bodies.

Oil production has long been considered the major source of replenishment of the budget of the country and the starting point for the development of other industries so today the efficiency of the oil complex functioning of the Russian Federation and its investment attractiveness is a key problem for the state. In this article the author focuses attention on factors that one way or another form picture of development and on this foundation obtains data for the econometric model.

This article discusses the features of progressive systems of effective management of material resources in Russia and abroad. The theoretical position of inventory management systems is analyzed, the application of these systems by mining companies is considered. According to the author, in modern conditions of globalization of food markets, the researching the state of the domestic market of poultry products in order to provide the population with high-grade food products is important. It is established that the formation of demand in the poultry market is mainly due to production by domestic producers, while imports for the period under review are being reduced and meet mainly the needs of processing industry enterprises.

In pre-revolutionary, Soviet and modern Russian historiography the problem of evaluation of «foreign» influence in various periods in the development of Russia is more than actual, and thoroughly represented. The author notes that in this period, one of the areas of such influence was the activities of foreign («foreign») both military and civilian professionals of various profile and level, invited to the Russian service at the end of the XVII–XVIII centuries. In his article, the author, based on the study of new archival and other sources, attempts to evaluate the «pros» and «cons» of foreign influence, primarily on the development of the Russian state military science and military schools, as well as to strengthen the defense of the state during the first quarter of the XVIII century. In addition, for the first time the article introduces some archival sources into scientific circulation.
