The article is devoted to searching the rhetorical ideal of current time. It is proposed to compare the criteria of the rhetorical ideal of antiquity, Russian eloquence and historical changes in the understanding and the assessment of this category. The research is based on the analysis of students’ works of the State Technical University. In conclusion, it is stated that it is necessary to make changes in the rhetorical education in current time.

In pre-revolutionary, Soviet and modern Russian historiography the problem of evaluation of «foreign» influence in various periods in the development of Russia is more than actual, and thoroughly represented. The author notes that in this period, one of the areas of such influence was the activities of foreign («foreign») both military and civilian professionals of various profile and level, invited to the Russian service at the end of the XVII–XVIII centuries. In his article, the author, based on the study of new archival and other sources, attempts to evaluate the «pros» and «cons» of foreign influence, primarily on the development of the Russian state military science and military schools, as well as to strengthen the defense of the state during the first quarter of the XVIII century. In addition, for the first time the article introduces some archival sources into scientific circulation.

Traditional ways of learning do not allow to solve problems, which appeared again. The use of CASE-technologies partially reduced this problem, but it led to a number of new tasks. The research of rational integrated solutions for the preservation of historic sites in Russia today is a priority in the restoration, for the purpose of successful implementation of new methods and modern international developments on the restoration and conservation of monuments. Inner reinforcement discussed in this article shall be the most efficient and technologically advanced method of strengthening the internal structures of architectural monuments in their conservation. The subject of research are the prospects for the maximum preservation of the historic appearance of the building with an open conservation, using modern methods of carrier recovery capacity of the structure. Eliminating all possible deformations of structures, leading to the destruction of the building must be carried out with the least interference, without external amplification of facades.

According to the authors, when designing a spacecraft, the main direction in the development of highly efficient designs is to optimize the distribution of specific density, the stiffness of the material according to the size of a component or construction in accordance with the field of existing loadings. This problem can be solved either by rational distribution of isotropic material, or by regulation of stiffness, strength and deformability of the material by the volume of the product. Such materials are polymeric composite materials (PCM) and their elastic-mechanical characteristics can be adjusted within a wide range, including body structure.

This paper describes the processes of consolidation and aggregation of the banking sector in Russia, it analyses the dynamics of the M&A deals and identifies the main trends in this market segment for 2017–2018. Based on the overview of the Russian M&A market (M&A means mergers and acquisitions) in the banking sector for the past years a conclusion is drawn about the aims and rationale of the modern processes of mergers and acquisitions in the Russian banking business.

This article discusses the economic potential and development trend of Chuvash Republic. All important economic indicators of Chuvash Republic like, Gross Regional Production (GRP), employment, export, import, performance of credit organization, per capita income have been taken into consideration to analyze economic performance. This paper also shows how any increase in per capita income effects socio-economic condition. Finally, this paper proposes adequate and proper measures to improve the efficiency and effectiveness in policy formation and use of financial resources in Chuvash Republic on the basis of analysis. Only secondary source of data has been used for analysis.
