The paper considers the basic principles of mediation, its possible goals and part in the legal system. With the help of analysis of the sources and experience of practice, the authors reveal significance of mediation in the context of the legal system and possibilities of its use for effective resolution of disputes of all kinds.

A survey conducted by the author of the article (using survey methods and in-depth interviews) of 20 experts who are highly qualified specialists in the field of counteracting ethnic conflicts, results of mass sociological research on the Cossacks, as well as an analysis of scientific works and media publications on the topic of the study allowed to determine the degree of effectiveness of the activity the main actors in the field of suppression of ethno-religious conflicts. The actions of the FSB and the National Anti-Terrorist Committee were recognized as the most effective (score "5"). The experts highly appreciated the effectiveness of the work of the National Guard and the police ("4"). Cossack organizations received an average assessment of the effectiveness of activities to suppress ethnic conflicts ("3"). Not high enough ("2") experts assess the effectiveness of the activities of voluntary people's guards and other public law enforcement formations.

The authors propose in the conclusion their own way of solving this problem.

The authors note that the status of East Jerusalem, and especially its holy places, remains a key and very controversial issue in the Israeli-Palestinian conflict and the subject of heated debates. The article aims at studying the historiography of the Russian scholars' researches on the Oslo Accords. The key issue is about the role of these Accords in the conflict's settling. This subject includes the problem of territory, the status of Jerusalem, condition and status of the Palestinian refugees, acts of terrorism and political sphere.
