It is important for politicians to understand public opinion. To get that, they can use not only direct quizzes, but also social networks’ posts and comments. In order to do this, they should use information system that could gather and analyze data to gat clusters – actual topics. The purpose of this article is to select clustering method as well as library for implementing code and to show some test results.

In the stationary marine environment the laser beam creates a backscattering signal of a fixed level. In the area of hydrodynamic indignations from an underwater moving object the signal of a backscattering of variable brightness to the relevant structure and level of indignations is seen. The similar phenomenon of a backscattering of the electromagnetic radiation of radar station that creates glare effects on the screen of radar station in a zone of an exit of hydrodynamic indignations is observed on a water surface. It is shown that these phenomenons have similar nature caused by the change of dimensional orientation of dipoles of molecules and liquid crystals clusters of water in the field of the hydrodynamic indignations accompanying the moving of an underwater object. Establishing of this characteristic, in case of its confirmation by test data, meets the requirements of qualification of opening.

The methods of designing fullerenes and nanotubes are presented. It is proved that in the construction of nanotubes, regardless of the method of production, there are 12 pentagons and a practically infinite number of hexagons, thus satisfying the Euler theorem for polyhedra.

This article analyzes the cluster of medical tourism in Lithuania, and explores the conditions for its successful functioning. The creation of the medical tourism cluster is highly influenced by a number of factors: the regulation of tourist and medical services, the level of entrepreneurial activity, human resources, the experience of partnership. In addition, the article analyzes the structure of the medical tourism cluster, determines the prerequisites for the functioning of the Lithuanian medical tourism cluster, including a wide range of services, European standards for the provision of medical services, high qualification of specialists, etc. When writing the article, the methods of systematic and logical analysis of scientific literature were used.

This article analyzes general trends of the development of Lithuanian medical tourism, as well as relevant problems that hamper its development. The article describes the specialization of the private and public sectors in providing medical services, analyzes the flows of medical tourists to Lithuania, and discusses the concept of clustering medical tourism in the country.
