This article is devoted to the analysis of deviations of the Russian Federation's agreements on avoidance of double taxation within the framework of Article 2 with the OECD and UN model conventions. The author comes to the conclusion that many bilateral tax agreements deviate from OECD and UN models, not covering taxes on capital.

This article describes the principles of assessing the vulnerability of buildings from landslides based on simulation. Approaches to the interpretation of the results of such modeling for vulnerability assessments are substantiated. The analysis of simulation results for different variants of landslides impact on buildings of different structures is carried out. Curves of vulnerability of buildings from landslides of different sizes are constructed. Vulnerability values can be used in risk assessments as part of engineering-geological surveys and other types of work.

The article actualizes the problem of increasing the effectiveness of training foreign students in the economic profile in the context of the subsequent provision of the labor market with highly qualified professionals that meet the growing demands of the current economic situation. The quality of students' training is considered from the point of view of the conditions for organizing a multicultural educational environment that meets the requirements of regional interaction and international cooperation. The potential of the discipline «Russian as a foreign language» has been revealed in achieving the goals of organizing a multicultural environment through means of interethnic and ethno-cultural communication, taking into account its main components, among which special attention is given to discursive and strategic aspects. The main characteristics of skills and competences whose development is mediated by didactic-methodological means of the discipline «Russian as a foreign language» with a more profound mastery of the language of the specialty, taking into account the features of interethnic and ethno-cultural communication, are revealed. Their importance for successful professional socialization in conditions of interaction and cooperation of regions is shown.

Authors focused on study of small communities of the social network Vkontakte. For this purpose, specialized program for collecting open data from such communities was developed, which is available in the public domain. The program is easy to use and allows you to collect data about the participants and calculate basic metrics of small communities. The output format is organized in a such way that it can be used without any additional processing in the program for analysis and visualization of networks – Gephi, which significantly enhances the capabilities of researchers. Numerical simulations were made to demonstrate features of the program.

And all the satellites in the Solar System are spinning around their axes from their satellites. The Earth and the Moon in this matter are not original. Researchers give evidence of a lack of a thermonuclear reaction to the stars. And they prove that the energy of solar radiation is electrical energy, not thermonuclear. And sunspots are not magnetic fields.

The application of the modeling technique allowed to reveal the organization specifics of analytical interviews on the German radio station of the «DeutschlandRadio» of the talk format, which is based on: the level of competence of the interlocutor/interlocutors, confirmation of the status of the expert interlocutors, the predetermination of the functions and behavioral actions of the journalist, the openness of the analysis process and demonstration of logical reasoning with an emphasis on the causes and consequences of the analyzed phenomenon.

Foreign direct investment has a significant impact on the development of the Russian economy. This article deals with the problem of describing the dialogical speech within the framework of the work of Bernhard Schlink, attention is paid to the linguistic elements used to transmit communicative acts and to the authors' goals aimed at the realization of creative intent. The purpose of the work is to consider the features of the transmission of live, real speech in the works of Bernhard Schlink. The work is of a survey nature. It provides examples of the author's use of phonetic, lexical and syntactic elements of the language, which contribute to the creation of a real dialogical speech between the characters. It was revealed that the description of communal acts in the works of Bernhard Schlink is characterized by a tendency to a strong emotional impact on the reader, the use of means of various linguistic levels responds to the author's desire to differentiate the text of the work in a stylistic way. From the lexical point of view Schlink resorts to the use of various kinds of colloquial elements of the language or units of low style, here are used phraseological units, modal particles, interjections, etc. From the syntactic side, the author uses incomplete sentences, free word order and etc. In the phonetic plan, the author shortens words, deafens them, as this happens during a real communicative act. The use of colloquial elements in the works allows the author to diversify the text stylistically and makes it more interesting for the reader, which is confirmed by the fact that Bernhard Schlink belongs to the most popular German writers of the day.

The article deals with the ecological problems of the Pavlodar-Irtysh Priirtyshye. For a long time, it was believed that the Pavlodar region in terms of pollution is not a problem region. Recently, ecologists of the region have been alarmed by the fact that in the short period, since the 1990s, the region has become a leader in the level of air pollution. Today, in terms of pollution level, the Pavlodar region takes the third place in the republic. One of the causes of pollution of the environment is the rapid development of industry. As a part of ecological support, our students, like many other residents of the Pavlodar region, are involved in cleaning up their native city and the Irtysh floodplain, as a favorable habitat is an important part of life and health of people.

Under the influence of globalization, which we can now observe in all aspects of production, as well as the opening of markets and economies, outsourcing cannot be ignored by the management of the enterprise. Nevertheless, the gap between theory and real practice still exists. Therefore, the purpose of this study is to develop an algorithm for introducing outsourcing into the practical activities of the enterprise.

In general, the problem of creating an ideal system of national security for the Russian Federation has become quite topical and at the moment the development of an effective system of national security can be considered among the main and rather promising tasks of the development of the state and its legislation.

Present article presents the Armenian Question during the Conference of San Remo (April of 1920). The Allied Supreme Council discussed the question of a mandate for Armenia and the delimitation of its boundary. The Supreme Council pledged to support Armenia politically, military and financially. The Allied leaders agreed that the Armenian provinces of Erzerum, Van, Bitlis, as well as Trebizond (which would ensure access to the Black Sea) were integral parts of Armenia. The Supreme Council requested, after the consent of Armenian and Turkish sides, U.S. President Woodrow Wilson, as a neutral party, to delimit the boundary between Armenia and Turkey. President Wilson agreed and in accordance with international law made the Arbitrary Award (November 22, 1920), which established the legal state boundary between Armenia and Turkey.

The subject of this article is the problem of the origin and development of Zemstvo liberal movement in Russia, the causes and the main stages of its formation. The aim of the study is to study the formation and development of the liberal opposition Zemstvo movement in the post-reform period, the formation of political requirements and organizational design Zemstvo liberals, which resulted in the creation of political parties. The author of the article used the historical method of research, which allows to establish the cause-and-effect relationship of the process. As a result, the author came to the following conclusion: the Zemstvo liberal movement became a logical continuation of the traditions of Russian liberalism of the previous period of development of Russian socio-political thought, the formation of which was influenced by the idea of Western European constitutionalism. The main political demands of the Zemstvo liberal movement in Russia were: "freedom of speech and press, guarantees of the individual and the convening of the constituent Assembly." The Zemstvo liberal movement saw the realization of these ideas on the way of reforms from above. Therefore, the main form of their protest movement was written appeals (addresses) of Zemstvo self-government bodies to the authorities with a statement of their political wishes. To achieve their political goals Zemstvo liberals made repeated attempts to formalize their movement, which resulted in the creation of political parties in the early twentieth century. The political program of the Russian liberal movement had a significant impact on the evolution of the political system of Russia during the revolution of 1905-1907. and it was reflected in the Main state laws of the Russian Empire on April 23, 1096.

In order to find a universal method of evaluation, elements of formative assessment, assessment using a skill test, and an open type task as a component of the student's overall learning system were analyzed on the basis of Russian language lessons. As a result, several tasks were formulated for formative evaluation, test, open-type tasks and criteria were developed. Such system of work can be used in school in Russian language lessons.

Specifics of actions on state target programs and projects monitoring as managerial tool are considered in article. Its difference from assessment of their quality comes to light, the role and the need of relation measurement of target audience to the held events is emphasized.
