The article describes the relevance of the research, such as the assessment of the educational and consulting services market and also the competitive environment based on the analysis of the regional innovative infrastructure. The results of the center activity design are presented, and the basis of the concept of this center functioning is TRIZ (the Theory of Invention Tasks Solving).
