The problems of public hearings, their organization and conduct are debatable around the world. This institution of self-government is being improved in accordance with the expansion of citizens' rights in the management of urban processes, the introduction of information technologies in the implementation process. In Russia, the Federal Law №212 dated July 21, 2017 introduced changes to the Urban Development Code of the Russian Federation to improve the effectiveness of this institution in the conditions of informatization and digitalization. The authors of this article conducted a comparative analysis of the forms and procedures of organization, issues discussed in world practice, and concluded that in European countries, the USA, Canada the range of issues discussed at public hearings is wider, information technologies are used more widely, and decisions are mandatory for making. In Russia, the results of public hearings have no legal status. A study of world practices is required to use the positive experience of other countries in ensuring the effectiveness of this institution.

Franco-Yugoslav relations are a topic that has so far been little studied in modern Russian historiography. In the Soviet era this issue was given attention only in connection with the attempts of France to create a system of collective security in Europe from the aggression of the revisionist countries, and also in connection with the beginning of cooperation between the countries of the Lesser and Balkan Entente with the USSR. However, in the work the author focused directly on the bilateral cooperation of the two states, which explains not only the policy issues of the 1930s, but also is the key to understanding some of the processes of our time. The potential of the discipline «Russian as a foreign language» has been revealed in achieving the goals of organizing a multicultural environment through means of interethnic and ethno-cultural communication, taking into account its main components, among which special attention is given to discursive and strategic aspects. The main characteristics of skills and competences whose development is mediated by didactic-methodological means of the discipline «Russian as a foreign language» with a more profound mastery of the language of the specialty, taking into account the features of interethnic and ethno-cultural communication, are revealed. Their importance for successful professional socialization in conditions of interaction and cooperation of regions is shown.

The article deals with the role of staff training for the tourism industry, the analysis of directions of preparation in higher educational institutions and specialties in secondary special educational institutions is given. The analysis of existing educational programs is given; the main problems of training personnel for tourism, the poor quality of practical training of students, the need to improve the educational process in terms of improving educational programs, the introduction of new technologies and methods for teaching students, the organization of professional training of teachers, the quality of textbooks and teaching aids, the need for introduction of new technologies in the educational process are represented.

The article examines capabilities of Russian zoophonic verbs (those describing sounds produced by animals) to create semantic modifications. Using the appending inventory of zoophonic verbal modifications from novel sources, previously unused in lexicographic practices, the open (infinite) nature of semantic modifications’ domain, its composition and the fluidity of its lacuna zones are shown. The structure of zoophonic verbal modifications is examined; verbal modifiers, non-typical for this lexical-semantic group of verbs, are inventoried. The obstacles to successful production of semantically modified derivatives during different stages of synthesis are classified by several criteria: denotative, semantic, and distributive. The research findings demonstrate the peculiarities of Russian zoophonic verbs’ behavior as well as map out their modification capabilities during the process of synthesis.
