In this article, the author discusses the features and specifics of administrative-legal relations that rise and examines the controversial issues of administrative responsibility, and also ways of solving problems of this kind of legal liability.

The article examines the current state of the international road transport market and its features in the Russian Federation. The concept of international road transport of goods is given and their main advantages before choosing other modes of transport are listed. The main problems of international road transport of goods at the present stage are analyzed and possible ways of their solution are given. In particular, the functional-informational model of the international trading company and its advantages are considered.

The article discusses the problem concerning some changes in image of tax and customs officers. Climatological information and data on climate and factors that influence climate are of great importance for obtaining complex indicators of climate assessment in urban areas. Models RayMan and SkyHelios are two free available micro-scale models. They are used to calculate and evaluate skyview factors (SVF), the duration of sunshine, shadows and radiation fluxes. In addition, the RayMan model is able to evaluate the modern thermal indicators used in human biometeorology. Two models coincide and link several data formats, for example GIS results and information transfer for subsequent processing in urban climatological studies and problems. The final result of the model is the calculation of the average temperature of eradiation, which is required in the model of the human energy balance and, thus, for the assessment of the thermal bioclimate.

In the article various approaches to the definition of the concept of «lawmaking» are considered, the opinion of a number of large researchers of this issue is analyzed and the author's definition of the term is given. Despite the long-term discussion that continues in t broad scientific circles, a unified approach to the definition of the concept of «lawmaking» has not been worked out. This obvious legal gap creates confusion in the definition of the concepts of «law-making», «law-making», «legislative activity» and a number of others. This situation is unacceptable, which is evidence of the relevance of the issue under study.

The article gives a technical description of a web application that automates the work of the registry of a dental clinic. The presented application works on client-server technology, where the server part is provided by the MySQL DBMS, and the client part is implemented using JSP (Java Server Pages) technology. Land management in Yakutia developed at different times in different ways and had its own historical stages. The paper considers the development of land management in our republic during the Soviet period after the Great Patriotic War, as well as during the «stagnation» period. The work of land surveyors of Yakutia at that time is shown, the available materials of various authors and their memories are used. The ppurpose of this work is to study the role of land surveyors in Yakutia in socio-economic development of the country and their personal deposit in the development of Yakutia, one of the largest regions in our country.

The article describes the composition of the administrative offense "Obstruction of the lawful activity of public authorities, other state bodies, their officials, as well as persons who replace public office of the Republic of Crimea." A legal analysis of the signs of the objective and subjective side of this offense, taking into account the legislation of the Republic of Crimea, was conducted.

The article contains the results of the analysis of the legal regulation of the types and procedures of encouragement of social educators of minors, as one of the measures increasing their efficiency and stimulating their activity. The research was done on the basis of a complex approach, comparative method and the principle of methodological pluralism. The paper researches Federal legislation and regional acts of the 17 subjects of the Russian Federation, characterized by different approaches to the regulation of social educator’s encouragement measures. In conclusion classification is given of the measures of social educator’s encouragement (in the spheres of financial support, information support, education, employment and public recognition of merits). Evaluation of their efficiency is done.

This article is about the development of GIS-based approach to find, calculate and draw emissions maps of Sevastopol. Taking the example of the sampled area there were obtained and analyzed pollution data from industrial regions, building and pipes and was created an integrated map chat of the impact of previously listed objects on the environment. According to the authors, this cartographic model will allow to estimate the tendency of environmental diseases development based on the pollutant emissions. Environmental interpretation of multidisciplinary data is a base of algorithm optimization of environmental management in the region, where studies have been conducted.
