In this article we suggest an approach, by which testing becomes the mean of estimation of an educational activity allowing implementing “soft” educational model. The processes of educational system development in Sevastopol, commonly referred to as modernization, are implemented as a state idea and a state project – “from above”, through the introduction of various innovations.
